Changed Education Providers in Australia? Student Visa Rules and Offshore Applications Explained

Changed Education Providers in Australia? Student Visa Rules and Offshore Applications Explained

Changed education providers in Australia and now need another Student visa to finish your course? Changing providers does not, by itself, establish eligibility for an onshore application.

Home Affairs states that students who changed providers since their current Student visa was granted do not meet the course-completion exemption. Unless another applicable exemption is available, they must be outside Australia when lodging the application and when the new visa is granted. A new visa is not guaranteed.

Openmaps Education Agency encourages students and families to separate three questions before making decisions:

  • Where can you apply?
  • How might your application be processed?
  • Do you meet the visa requirements?

A positive answer to one does not settle the others.

Clearer Guidance Does Not Mean Greater Flexibility

If you changed providers and need more time to finish, review your position before paying for another course, arranging travel or assuming you can extend your stay onshore.

The Home Affairs guidance on applying for another Student visa outside Australia addresses students who changed education providers or need more than 12 additional months to complete their course.

Clearer instructions are useful. However, they do not remove application-location requirements or replace an individual assessment.

What Changed on 2 October 2026?

The October changes affect who can apply for and be granted a Student visa while in Australia, as well as whether family members can be included.

The changes do not automatically cancel existing Student visas. Applications lodged before commencement continue under the applicable earlier arrangements.

Being enrolled, attending classes and holding a current visa should not be confused with eligibility to lodge the next application in Australia. Your current permission and your next application need separate checks.

Academic approval and immigration permission also serve different purposes. Your provider can confirm remaining subjects, recognised credits and enrolment dates. An offer or revised Confirmation of Enrolment does not itself establish that you can lodge another visa application onshore.

Course Completion and Course Progression Are Different

Completing an Unfinished Course

The course-completion exemption concerns students who need up to 12 additional months after the original course end date to complete their studies with the same education provider.

For packaged studies, the course requiring additional time must be the main course. Students who changed providers cannot assume this exemption remains available simply because they are continuing towards a qualification.

Progressing to a Higher Qualification

Course progression concerns completing the relevant main course and moving to a higher qualification, subject to the detailed requirements.

Where the completed course is a higher education course, the next course must also be a higher education course delivered by a higher education provider.

The current onshore guidance also states that applicants relying on the course-progression exemption must be enrolled in only one future course when applying.

Other Exemptions

Other categories include certain sponsored students, doctoral study, primary or secondary school study, and provider default.

These are defined categories with conditions. They are not a general discretion to extend every student’s stay. Check the official onshore application guidance and complete eligibility requirements.

Before seeking a review, identify whether you are trying to finish an unfinished qualification or begin a new qualification after completion.

Bachelor Students: Does One Year of Study and Six Months on a Visa Create an Exemption?

Not by itself.

The official guidance reviewed did not establish a general exemption allowing a Bachelor student to apply onshore simply because they completed one year at a new provider and have six months remaining on their visa.

Those facts may help explain a student’s timeline. They do not replace the need to identify an actual exemption and establish that its conditions are met.

Students should ask:

  • Which specific exemption applies?
  • What evidence establishes eligibility?
  • What must be true on the application date?
  • If eligibility depends on academic completion, which qualification must be completed?

Do not assume that accumulated credits, a year of attendance or a possible exit award automatically establish completion of the relevant course for immigration purposes.

Do not withdraw from a degree or change your study plan based on an unverified workaround.

Priority Processing Does Not Change Where You Can Apply

Application location, processing priority and visa eligibility must be assessed separately.

If priority consideration is available for your circumstances, it does not itself create an onshore exemption. It also does not establish that your application will be approved.

Before relying on a priority arrangement, check the current official wording, qualifying circumstances and evidence requirements.

Keep these distinctions clear:

  • Time since arrival is different from time studying at a new provider.
  • Being outside an exclusion does not necessarily establish eligibility for priority consideration.
  • A processing target does not guarantee a decision or return date.
  • Priority consideration does not remove the remaining visa requirements.

Avoid making travel commitments based on another student’s experience or an assumed processing deadline.

Build a Timeline Before Making a Decision

Create a single record of the important dates:

  • Arrival in Australia.
  • Original course commencement.
  • Original main-course end date.
  • Provider transfer.
  • Revised completion date.
  • Current visa expiry.
  • Any deferrals, interruptions or placement requirements.

Attach documents supporting each entry. This helps prevent an expected completion date from being confused with confirmed completion.

Useful documents include:

  • Your current visa grant notice and visa-condition information.
  • Original and current Confirmations of Enrolment.
  • Academic transcripts.
  • Written credit-transfer decisions.
  • Your provider’s explanation of outstanding subjects and expected completion.
  • Placement correspondence where practical training affected completion.
  • Records explaining interruptions and provider changes.
  • Relevant family visa information where dependants are affected.

This is a preparation checklist rather than a complete visa application checklist.

Explain Your Study History Honestly

The Genuine Student requirement remains a separate assessment.

Home Affairs considers previous Australian study, reasons for changing courses or providers, academic progress, study gaps and the value of the proposed course. Evidence-supported explanations carry more weight than unsupported statements.

If a placement was unavailable, explain what happened and provide the correspondence.

If your academic direction changed, explain the educational reasons truthfully. Avoid replacing the actual account with a generic statement about enjoying Australia or another student’s explanation.

An organised application presents a coherent, verifiable history. It does not remove eligibility requirements.

Plan for Practical Disruption

Where an offshore application is necessary, discuss the educational consequences with your provider before setting a departure date.

Ask about:

  • Assessment deadlines.
  • Compulsory attendance.
  • Placement scheduling.
  • Approved study arrangements during an absence.
  • Tuition obligations.
  • The effect of a delayed return.

Prepare a contingency budget covering accommodation, travel changes and family commitments.

Use the Home Affairs Document Checklist Tool alongside the document requests provided through ImmiAccount.

Check entry permission and practical arrangements for any country you intend to travel to. Do not assume that every destination offers the same entry conditions, appointment availability or length of stay.

Review Family Arrangements Separately

Do not assume that family members can automatically be included in a further application because their current visas are linked to yours.

Home Affairs publishes separate family-inclusion exemptions. Its current guidance includes provisions concerning existing family members, course completion and provider default.

Where family members are included, the primary applicant and those family members must be in the same location when the application is lodged.

Review the official family-member guidance against the whole household’s circumstances before travelling.

Do Not Treat a Visitor Visa as a Routine Extension Strategy

A Visitor visa should not be presented as an automatic bridge into another Student visa.

Before considering another visa, obtain individual advice about eligibility, conditions, study permission and the consequences for later applications.

The question is not simply whether another visa exists. It is whether that option supports your lawful study plan and circumstances.

Francis Mwaura’s Overview

The practical starting point is a documented study history.

Students should establish what they have completed, what remains outstanding, why the provider changed and whether a specific onshore exemption applies.

Education planning and immigration assessment need to work together. A revised enrolment document can explain the academic plan, but it cannot settle the immigration questions.

How Openmaps Helps

Openmaps supports students and families in organising education information, understanding course options and identifying matters requiring further assessment.

This can include reviewing the education timeline, obtaining provider clarification and separating course-completion questions from course-progression questions.

Individual immigration advice should come from an Australian registered migration agent or Australian legal practitioner.

Frequently Asked Questions

Does Changing Providers Automatically Cancel My Current Student Visa?

The October changes do not automatically cancel existing Student visas. You must continue complying with your visa conditions.

Can a New Confirmation of Enrolment Guarantee an Onshore Application?

No. Enrolment evidence and eligibility to lodge in Australia are separate matters.

Can I Apply Offshore After Changing Providers?

The official guidance allows affected students to apply from outside Australia to complete their studies. You must still meet the visa requirements, and approval is not guaranteed.

Must I Be Outside Australia When the New Visa Is Granted?

For students required to apply offshore under these rules, Home Affairs states that they must also be outside Australia when the new visa is granted.

Is One Year at My New Provider Enough for an Onshore Application?

It is not a standalone exemption established by the official guidance reviewed. Identify the specific exemption and its conditions.

Is Course Progression the Same as Needing More Time to Finish?

No. Course completion concerns unfinished studies. Course progression concerns moving forward after completing the relevant course, subject to the applicable requirements.

Does Priority Processing Guarantee Approval?

No. Processing priority and eligibility for a visa are separate questions. Any applicable target should not be treated as a guaranteed decision date.

Can My Family Automatically Join My Next Application?

No. Family inclusion requires a separate assessment under the applicable exemptions and location requirements.

Should I Wait Until My Visa Is Nearly Expired?

Early review gives you more time to obtain academic records, clarify your circumstances and assess lawful options.
